Stephen M. Antkowiak

Stephen M. Antkowiak is Acting Chief of the Juvenile and Family Residential Management Unit at Immigration and Customs Enforcement. JFRMU provides policy guidance in cases involving unaccompanied alien children (UAC) and alien families awaiting the outcome of immigration proceedings. This includes developing and implementing national standards of care for families in ICE's custody and supporting the effective transfer and care of alien children.

Prior to joining ICE, Mr. Antkowiak spent nearly five years at the Justice Department's Office of Juvenile Justice and Delinquency Prevention working to improve training and technical assistance delivery and better leverage Federal resources. He also served as Deputy Associate Administrator overseeing much of the Office's discretionary grant portfolio. Before starting at OJJDP, Mr. Antkowiak worked in the private sector supporting various Federal initiatives including the Serious and Violent Offender Reentry Initiative and the Juvenile Accountability Block Grant Program. Steve also worked to improve the criminal justice system at the Federal level at the Bureau of Justice Assistance (BJA) managing the agency's peer review program and the former Drug Courts Program Office charged with integrating substance abuse treatment into the court system.

Mr. Antkowiak has over 12 years in project management experience, has worked extensively with individuals at the Federal, state, and local levels, and has strived throughout his career to get the right resources to the right people to achieve maximum impact. Mr. Antkowiak received a B.A. from the University of Maryland in Criminology/Criminal Justice, where he also completed Master's level coursework. Mr. Antkowiak also maintains certification as a Professional Project Manger (PMP).
